Is it illegal to offer money for sex?

If someone were to offer money to a girl for sex or sexual favors, and she turns it down, is it illegal? and if so, what kind of trouble can you get into? and no, this has nothing to do with me, so no "ew thats just sick" comments....only serious answers please. A friend of mine did this and I was just curious.
Right, I understand thats illegal...I guess my question is if she turns it down and nothing else is done about it, could she still press charges? Even tho nothing ever happened.
